There should be a comprehensive and flexible policy regarding the efficient
use of IP address space.

Right, so you'll have to get them to do it voluntarily. They don't NEED
the space, so start a campaign to make them look like bad Net Citizens
unless they give it back. It's politicking, but it will be highly
effective.
