One other type of real-world listing service (that might be a better 
approximation of what we'd want for an IPv4 listing service) would be 
the various Multiple Listing Services (MLS) set up to list real estate. 
  In fact, although I don't see anything on sec.gov about the subject, a 
quick Google search for "how a listing service operates"  brings up the 
Wikipedia page for Multiple Listing Service as the first hit, as well as 
some other examples of listing services, such as apartments, commercial 
real estate, etc.

I agree that we have a lot to learn about listing services before we set 
one up.  Part of the reason 2008-02 was written the way it was, with 
just a single statement that "ARIN will develop and operate a listing 
service ..." was that any attempts to define how the listing service 
might operate at this point would be premature.  In addition, how the 
listing service would operate is probably more an operational matter 
than a matter of policy.  Of course, that doesn't detract from the 
importance of doing it right, so I would expect that ARIN would hire 
experts on the topic to make sure they take advantage of the expertise 
of someone who has set up a similar system before.
