Part of the reason 2008-02 was written the way it was, with just a single statement that "ARIN will develop and operate a listing service ..." was that any attempts to define how the listing service might operate at this point would be premature. In addition, how the listing service would operate is probably more an operational matter than a matter of policy. Of course, that doesn't detract from the importance of doing it right, so I would expect that ARIN would hire experts on the topic to make sure they take advantage of the expertise of someone who has set up a similar system before. -Scott
