In light of some of the responses to my 02/21 post, DCN has reconsidered 
the matter and has reviewed the terms of the RSA.  Although I wish we 
had a more perfect understanding of the manner in which IP address space

sign the RSA was the right one.  I'm encouraged by the proposals for 
transfer policies that I've seen, and am hopeful that in the end the RSA 
will provide us with a good framework in which to manage a resource that 
we -- a very small 501(c)(3) -- like to regard as ours.
