[ppml] IPv6 getting real: was Policy Proposal:IPv4TransferPolicy Proposal

The 857 doesn't support IPv6, although it is an otherwise excellent high end 
CPE device.
There is probably no technical reason for this since the closely related 877 
does.  Perhaps Cisco
could comment on why IPv6 isn't a "core" feature.
