[ppml] IPv6 getting real: was Policy Proposal: IPv4 Transfer Policy Proposal

those coming to nanog (and we hope apricot, ietf, ...) will have the 
opportunity to join us in eating our own dogfood.  there will be 
extensive ipv6 deployment and even an hour when normal ipv4 is turned 
off.  the hacks and tricks to make this work will be part of the program 
content.  so it will be educate and measure time.
