That is my understanding of it as well. Based on that, I support the proposal. I think the wording is suboptimal, but it appears to achieve the stated goal, which I agree with. I'm interested in staff's assessment of whether it would result in a non-trivial expense increase due to additional server load, since that appears to be the reason that longer SWIPs weren't allowed in the first place. That wouldn't necessarily change my mind, but it's something we should know.
