I hope English is not your native language because I could forgive this
statement if that was so.

Punitive measures means any actions which punish an individual or an
organization. Historically, public humility has often been used as a
punishment. Some recent examples are sitting in the stocks in colonial
America or shaving the heads of collaborators in Italy after liberation
from the Fascists/Nazis.

I do not think that it is appropriate for ARIN to take punitive
measures, not even public humiliation, until all other measures have
been exhausted. These other measures are communication, negotiation and
education. I don't see any area where ARIN policy needs to be made more
punitive. We need things like clarity much more than punitive measures.

P.S. the words punitive, punishment, punish, penal and penitentiary all
come from the same Latin roots.
