[ppml] Comments on ARIN's reverse DNS mapping policy

But I don't like how someone else's ISP is running _their_ network, 
because it's affecting _my_ network by causing timeouts due to missing 
reverse DNS servers.  That is exactly the kind of thing that ARIN policy 
should prevent.
