I would tend to think that the correct answer would depend a lot on your internal topology and how those segments connect to the internet. If they are a single contiguous autonomous system with a consistent routing policy, then, it makes sense to advertise an aggregate and accept traffic wherever it is presented. OTOH, if you need to manage the arrival location of traffic on a continental or other topological basis, then, it probably makes more sense to get separate assignments accordingly. I don't think there is a good one-size-fits all BCP answer to your question.
