RFC 2050 is a BCP for the allocations of IPv4 addresses from the RIRs  
to the LIR/NIR (please check the abstract, second paragraph), I do  
not believe it applies to this policy.

Even if you disagree with me, the principle that RFC 2050 mentions is  
CONSERVATION  ( section 1.1 ), but the address space is depleting,  
that is the problem that we are addressing...
