It's quite logical for the ARIN Board to inform the ISP
community that the availability of large IPv4 blocks is
going to change in the future.  This is because there
is a direct relationship between ARIN and its members.

In my personal opinion, Internet Service Providers need
to realize that IPv6 adoption is *their* issue, and begin to
educating their user community that the addition of IPv6
(at least as far as their publicly facing servers) is going
to be necessary in the next few years.  As part of such
education, it would be perfectly logical for ISP's to also
mention that turning off IPv6 for those servers is likely
a step in the wrong direction...
