I agree with Bill's thoughts below. Frankly, I don't think ARIN has the authority to require an RSA from legacy holders and I think it would be a waste of ARIN resources to fight any attempt to change legacy records. Remember that "IPv4 is going away" and "IPv6 is the future". Spending time on things such as forcing an RSA on legacy users not already covered is like rearranging the deck chairs on the Titanic. Note that I am not at all convinced that IPv6 is going to replace IPv4 any time in the near and probably far future based on what I read here. However ARIN's charter seems to require that they work to get it adopted and the community would be better served if they worked toward positive actions rather than punitive/negative actions.
