A great idea, but won't they put more value on swamp class C networks?
I can't think of a better way to drive value for a black/white market
in ip space than to differentiate some of it.

I'll also note that this sort of thing will have greater impact on
younger organizations.  The consipracy theory types might look at
sliding the effective routing boundary towards shorter prefixes as a
sign that the older/larger organizations are trying to retain control
over the Internet.  I don't think that's intentionally the case, but
it's wasy to see it that way.
