In the RIPE region, I get a /21 when I become a LIR. For the purpose  
of this discussion, assuming something similar in the APNIC region.  
So what if I sell off 4 /24s to different people, use the other 4  
myself and come back for more? Is APNIC going to hold me responsible  
for the use of those /24s that I sold? What if I request a /8 because  
I can sell 65000 /24s?
