The author(s) of a proposal can submit revisions at any point in the process right up until the end of last call. As long as those revisions make it to PPML with enough time for the community to review them, and as long as the proposal continues to hold consensus after those revisions are made, then the proposal will likely be sent to the BoT with those revisions. The AC has to judge whether the community had enough time to review any revisions, and whether the proposal still enjoys the support of the community. In this case, during the meeting there seemed to be some question as to whether certain statements in the proposal (in particular, some implementation details) belonged in the proposal, the authors have chosen to remove or alter those statements during Last Call. My understanding is that they intend to get their revisions out to the list this week, which should be enough time for the community to review and decide whether they still think the proposal is appropriate for the NRPM.
