[ppml] Policy Proposal: Reinstatement of PGP Authentication Method

While I agree that this is the right course of action and strongly  
encourage
staff to do so, I also agree with Woody that it is an operational  
issue best
addressed by the staff and not an something which should be micro- 
managed
by policy.
