There are already templates that one uses if one wishes to modify
information.  The language "all IPv4 and IPv6 address block transactions
(allocation and assignment requests, <etc>" was intended to capture those
as well.

At one point, there was a list of templates here, but it was suggested
that a list could become stale and was better left to staff.
