It is also data from a consultancy firm who presumably 
has competitors with their own sources and their own
data which may be more accurate in some cases.

It all comes down to goals and definitions. The goals
of a commercial consultancy are different from ARIN's
goals and definitions which are workable for a consultancy
may not be workable at all for ARIN.
