Who stops them?  Are they encouraged to participate?
ARIN-Announce enjoins them.  They KNOW ARIN exists.  They choose NOT to
participate... I can only assume because they do NOT feel violated or.....

That ARIN is a 'landed gentry' with NO land...or another 'communist party'
ossifying and needing their attention.

FUD!  It's so common place today to scare and coerse those that have
superficial understanding and are subject to emotional manipulation by those
with a real axe to grind....industry elite or not.
