[ppml] Global Policy: IANA Allocation of IPv4 Address Space to the RIRs

On April 8 2005, the ICANN Board formally approved the adoption of a global
policy on IANA Allocation of IPv4 address space to the Regional Internet
Registries developed by the Address Supporting Organization (ASO) and the
Number Resource Organization (NRO). This policy was ratified in the ARIN
region on December 22, 2003.
