transfer policy

I agree, Kim. I would guess that almost all transfers involve some legacy
addresses.

Does your staff feel that the justification at transfer time has helped to
clean up some of the legacy address issues?

I'll look into it but I'm assuming most transfer requests involve at least
some legacy addresses.
