A /48 (IPv6) would be considered a reassignment from an
upstream ISP.  Please contact an ISP regarding your IPv6 
needs, in this case.  Organizations who meet the criteria 
stated at...

... may request IPv6 address space directly from the regional
Internet registry.  Instructions for submitting a request
can be found there.
