Setting policy doesn't cost much, relatively speaking.  e.g., see

Having a back office operation more like the one Perry Metzger described in
NANOG this week than like the one operating at NSI/InterNIC this week is
important.

I don't know if Perry would be willing to throw in a budgetary figure (I
hope he will), but Stan Barber might also want to throw in a budgetary
figure.  I've cc:'d both of them.  Others with relevant experience are also
welcome to do so.

A competing registry needs to have an absolutely solid back office operation.
