Sure it is related to ARIN...it is all about resource allocation.

ARIN depends on IN-ADDR.ARPA.
ARPA is a Top Level Domain.
ARIN depends on this Top Level Domain.

That meeting was about the future of Top Level Domains.
Therefore, that meeting is related to ARIN.
