I find it interesting and somewhat comforting that you come up with an
estimate of 2.5 mil and Kim Hubbard posted a rough cut at revenue which
came back at about 2-2.5 mil a year.

I disagree that charging a flat rate per address accross all allocations,
since it does not encourage those who want smaller allocations (/21 or
smaller) to get them from their upstream, but makes it just as cost
effective to try and get it from ARIN.
