This is evidently common knowledge and from what
I understand, the FCC wants to be given a compelling
reason....like, the Internet will crash tomorrow if they
do not step in to save the day...

I suppose they want to be invited rather than take something...

Unfortunately, the FNC meeting at the NSF was apparently
canceled today. Those people are some of the key stakeholders.
