Advisory Council Meeting Results - October 2010

In accordance with the ARIN Policy Development Process the ARIN Advisory
Council (AC) held a meeting on 8 October 2010 and made decisions about
several draft policies.

The AC moved the following draft policy to last call (it will be posted
separately to last call):

   2010-12: IPv6 Subsequent Allocation

The AC abandoned the following draft policies:

   2010-9: IPv6 for 6rd
   2010-11: Required Resource Reviews
   2010-13: Permitted Uses of space reserved under NRPM 4.10

The AC chose 2010-12 over 2010-9. 2010-13 was abandoned due to lack of
support.

The AC stated the following about 2010-11:
"We understand that the community is concerned about seemingly limited
application of NRPM section 12, however, we believe that a combination
of factors have rendered the need for this policy moot at this time:
   1. Staff has agreed to produce and publish statistics regarding the
application and results of NRPM 12.
   2. The community seems roughly evenly divided on the application of
this policy. An even split is not consensus.
   3. We believe staff has received the message from the community that
we want them to make greater efforts to enforce ARIN policies through
the use of NRPM 12."

The following draft policies remain on the AC's docket for further
development and evaluation:

   2010-8: Rework of IPv6 assignment criteria
   2010-14: Standardize IP Reassignment Registration Requirements

The following draft policy was tabled until the AC's next meeting:

   2010-10 (Global Proposal): Global Policy for IPv4 Allocations by the
IANA Post Exhaustion

Several of the AC's decisions may be petitioned. This includes the draft
policies that were abandoned (2010-9, 2010-11, 2010-13) and the drafts
that were not selected for last call (2010-8, 2010-10, 2010-14). Anyone
dissatisfied with these decisions may initiate a "Last Call Petition."
The purpose of a petition at this time is to try to send the draft
policy to last call. The deadline to begin a petition will be five
business days after the AC's draft meeting minutes are published. For
