Advisory Council Meeting Results - July 2010

In accordance with the ARIN Policy Development Process (PDP), the ARIN
Advisory Council (AC) held a meeting on 15 July 2010 and made decisions
about several draft policies and proposals.

The AC recommended that the ARIN Board of Trustees adopt the following
draft policy:

   2010-1: Waiting List for Unmet IPv4 Requests

The AC selected the following proposals as draft policies for adoption
discussion online and at the ARIN XXVI Public Policy Meeting in Atlanta.
Each draft policy will be posted shortly to the PPML.

   113. IPv6 for 6rd
   115. Global Policy for IPv4 Allocations by the IANA Post Exhaustion
   117. Required Resource Reviews
   118. IPv6 Subsequent Allocation

The AC decided not to select Proposal 109 as a draft policy at this time:

   109. Standardize IP Reassignment Registration Requirements

Regarding Proposal 109, the AC would really like to see the sentiments
in this proposal re-surface in bite-size pieces. SWIP requirements, both
IPv4 and IPv6, the distinction of residential customers, the utilization
requirements for subsequent allocations, and customer privacy are all
good topics, but agreement in some will be held up by any disagreements
on the others when trying to address them as one.

The AC abandoned the following proposal:

   116. Permitted Uses of space reserved under NRPM 4.10

The AC voted to abandon this proposal because of a lack of sufficient
support to accept it as draft policy. Several AC members felt it not
appropriate that ARIN policy dictate any specific architecture or method
a network should use to transition from v4 to v6.

The PDP states, “Any member of the community, including a proposal
originator, may initiate a Discussion Petition if they are dissatisfied
with the action taken by the Advisory Council regarding any specific
policy proposal.” Proposals 109 and 116 may be petitioned to try to
change them into draft policies for adoption discussion on the Public
Policy Mailing List and at the October meeting (Discussion Petition).
The deadline to begin a petition will be five business days after the
AC's draft meeting minutes are published.
