In the meantime, the AC invites everyone to comment on the proposal on
the PPML, particularly their support or non-support and the reasoning
behind their opinion. Such participation contributes to a thorough
vetting and provides important guidance to the AC in their deliberations.

Add new subsection 8.3.1:

 8.3.1  Listing service

 ARIN will develop and operate a listing service to provide a
 Centralized location to post information about IPv4 blocks available from
 Authorized resource holders and IPv4 blocks needed by potential transfer
 recipients. Participation in the listing service is voluntary.

8. Rationale:

  The proposal would have ARIN develop and operate a listing service
  to facilitate transfers and provide an authoritative central source of 
information
  on space available and requested for transfer. It would still allow 
private party
  transactions, but would encourage both parties to begin working with ARIN
  in advance, which will cut down on any surprises when they ask ARIN to 
process
  the transfer.

  ARIN staff has indicated that they do not intend to provide a listing 
service as a part
  of their implementation of the 2009-1 transfer policy, but could do so 
if directed by additional policy.

9. Timetable for implementation: Immediate (as soon as practical).
