As a result, community members have expressed renewed interest in the ARIN policy process. Anyone may participate in the open and transparent policy development process. The Internet Resource Policy Evaluation Process (IRPEP) details how a proposal becomes a policy. IRPEP is available at: http://www.arin.net/policy/irpep.html After you are familiar with the IRPEP submitting a policy proposal is simple. 1. Fill out the policy proposal template available at: http://www.arin.net/policy/irpep_template.html 2. Submit it to policy at arin.net 3. Your proposal will be posted to the Public Policy Mailing List and forwarded to the Advisory Council for consideration to be numbered as a formal proposal. The Board found strong community support for ARIN to use crypto authentication mechanisms whenever possible and to implement PGP as soon as possible. However, the Board believes that the use of crypto authentication mechanisms is an operational matter and not an Internet number resource policy matter, and thus did not adopt these as policy proposals. Instead, the Board has directed staff to implement crypto authentication mechanisms (specifically including PGP) on all communications concerning the management of Internet number resources whenever feasible. It further directed the staff to implement the use of PGP as soon as possible. The Board recommended that ARIN staff develop training materials to assist those communicating with ARIN about the management of Internet number resources in making use of crypto authentication mechanisms in their communication with ARIN. In accordance with the ARIN Internet Resource Policy Evaluation Process, the proposal is being posted to the ARIN Public Policy Mailing List (PPML) and being placed on ARIN's website. The AC will review this proposal and may decide to: 1. Accept the proposal as a formal policy proposal as it is presented; 2. Work with the author to: a) clarify the language or intent of the proposal; b) divide the proposal into two (2) or more proposals; or c) combine the proposal with other proposals; or, 3. Not accept the proposal as a formal policy proposal. The AC will review this proposal at their next regularly scheduled meeting. If the AC accepts the proposal, then it will be posted as a formal policy proposal to PPML and it will be presented at a Public Policy Meeting. If the AC does not accept the proposal, then the AC will explain that decision; and at that time the author may elect to use the petition process to advance their proposal.
