[dbwg] Displaying Upstream POCs on Simple Reassignments

As discussed during the Database Implementation Working Group at the 
Public Policy Meeting in Memphis, ARIN's WHOIS will automatically display 
the upstream POCs for any simple reassignment. This will be effective on 
Thursday May 15, 2003. Simple reassignments can be identified by having a 
CustName. All other delegations are identifed by having an OrgName and 
OrgID.
