Perhaps ARIN could modify the footer it puts on WHOIS replies with this
information:

# ARIN Whois database, last updated 2002-11-19 19:05
# Enter ? for additional hints on searching ARIN's Whois database.#
# 
# FORMAT WILL CHANGE 2003-01-15, see http://www.arin.net/bettercheaperfaster/ 

This will help the many users who aren't on any ARIN mailing lists.

Sending e-mail and putting stuff on the WWW is nice, too.  :)
