I guess I'm confused by this...   011 is a convention commonly used when
dialing out FROM the U.S. or Canada; it's not relevant elsewhere.  Thus,
when you dial the U.S. from, say, England, you use a country code of 1,
typically preceded by 00.  Not 011.  Dialing France from the U.K. might
entail dialing 00 to signal a connection outside of the U.K., followed by
the 33 country code for France.

Country codes in Europe also have the bizarre tendency to vary (SLIGHTLY)
based on the country from which you are calling.  That is, the country code
for France _might_ be different when calling France from Germany than it is
when calling France from, say, Poland (no, I did not check this particular
one).  Does not happen much, as I recall, but it does happen.

A quick conversation with your counterparts at RIPE or APNIC might be a
wise investment of time -- they most likely have already dealt with all of
these issues.
