Earlier in your message you said that you wanted more flexible searching
so that you can just specify the records you need. If ARIN would simply
take some of the existing database search software or web search
software, and adapt it to the whois database, this problem would be
solved.

On the other hand, option b here may actually be LESS expensive for ARIN
to implement.
