The most informational document I have only states that "various registries" are in charge. However, if I query the whois databases available at ARIN, RIPE, and APNIC they all give me, seemingly, different records for certain allocations. One example is 208.141.102.0. Who is, ultimately, in charge of this allocation?? And, is this information available in some document somewhere? Any links/FAQ's/documents someone could point me toward would be great!
