(http://www.arin.net/regserv/initial-isp.html), two subsections, entitled
"Providing Reassignment Information" and "Reassigning Address Space to
Customers," address the subject issue and should be referenced when a
downstream customer seeks advice about reassignment utilization from their
upstream ISP.
