Raju,

We had an issue in our testing environment last week that caused these false error messages. The problem has been corrected.

With regard to the Parent Net Handle, the contents of <parentNetHandle> are the same as that being using in the reassign operation. Or in other words, it is the net handle of the network from which space is being reassigned.

When using the "SEARCH Whois" at the top right corner of the www.arin.net home page and clicking on the ">" icon, I get a page that says " The search yielded no results, please try again." It doesn't matter what I put in the query. I just tried 4.4.4.4 via that field and now I was reidirected to " http://localhost:8080/whoisrws/seam/resource/error.xhtml?conversationId=538782883". This will obviously not work. :)

I just tried it again and it is working now.... so never mind. :)

Whether a block is reassigned or reallocated is a decision of the person
assigning/allocating the netblock to your customer.
 
Reallocations can be further subdelegated.  For example, you
'reallocate' a netblock to an ISP, who may in turn make further
subdelegations to their customers.
Reassignments are given to an organization that will be the end user of
the address space.  For example, you 'reassign' a netblock to an
enterprise organization or small business who will use the IP addresses
for themselves. 
 
Nothing about the record in ARIN when you search, tells you whether it
should be reassigned or reallocated, because no record exists, as you
have not created it yet.  The administrator handing out your IP
addresses makes the decision about whether to reallocate or reassign.
