[arin-ppml] Advisory Council Meeting Results - April 2024

In accordance with the Policy Development Process (PDP), the Advisory Council met on 17 April 2024.


The AC has sent the following Recommended Draft Policy to Last Call for a period of 14 days. 

*Recommended Draft Policy ARIN-2023-1: Retire 4.2.1.4. Slow Start

Feedback is encouraged during the Last Call period. All comments should be provided to the Public Policy Mailing List. Last Call will expire on 6 May 2024.

The AC has sent the following Recommended Draft Policy to Last Call for a period of 14 days. 

*Recommended Draft Policy ARIN-2023-6: ARIN Waitlist Qualification

The AC has sent the following Recommended Draft Policy to Last Call for a period of 30 days. 

*Recommended Draft Policy ARIN-2023-5: Clean-up of NRPM Sections 4.3.4, 4.4, 4.10 and 6.10.1

The AC issued the following statement: ARIN Recommended Draft Policy 2023-5 has been moved to last call with a 30 day review period.  An extended review period has been instituted due to additional clarifying editorial changes to section 4.10 that were discussed in the ARIN Advisory Council meeting following the members meeting to include:
 
For section 4.10, replace the text “4.10. Dedicated IPv4 Block to Facilitate IPv6 Deployment” with the text “4.10. Dedicated IPv4 Allocation to Facilitate IPv6 Deployment”

For section 4.10, replace the text “This IPv4 block will be set aside and dedicated to facilitate IPv6 deployment” with the text “This IPv4 allocation will be set aside and dedicated to facilitate IPv6 deployment”

For section 4.10, replace the text “This block will be subject to a minimum and maximum size allocation of /24.” with the text “A /24 will be allocated.”

The AC has reverted the following Recommended Draft Policy to Draft Policy status (will be posted separately for discussion):

*ARIN-2023-7: Clarification of NRPM Sections 4.5 and 6.11 Multiple Discrete Networks

The AC issued the following statement:  “The AC, recognizing the community’s desire for more substantial revisions to the text of ARIN-2023-7 than permitted for a proposal in Recommended Draft Policy status, reverted this to Draft Policy in order to consider further revisions to the policy.”

You are encouraged to discuss all Draft Policies on PPML. The AC will evaluate the discussion to assess the conformance of this draft policy with ARIN's Principles of Internet number resource policy as stated in the Policy Development Process (PDP). Specifically, these principles are:

* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community



The AC has abandoned the following:

*ARIN-2023-4: Modernization of Registration Requirements

The AC issued the following statement: “ARIN 2023-4 Modernization of Registration Requirements was presented at ARIN 53 , community feedback and polling results indicated there was no clear support for the adoption of this policy. Community comments included:
- The policy as written no longer provides a solution to the privacy section of problem statement.
- The policy as written contains outdated language, such as " SWIP" and "WHOIS" and should be replaced with modern language. 

Having discussed the feedback from the community, the AC believes this policy does not have the support of the community, in addition the AC agrees  policy no longer provides a viable solution to the problem expressed in the problem Statement.
Due to these factors the AC has taken the action to abandon this policy.”

Anyone dissatisfied with this decision may initiate a petition. This Petition request must occur within seven days after the announcement date of the Advisory Council action.  

The petition deadline for the rejection of 2023-4 is 29 April 2024, seven days from today.
