IANA is not Internet Assigned Names and Numbers.

Further, there is no guarantee that ICANN/PTI will always hold the IANA functions contract.

IANA is a function, not an entity. The IANA function (Internet Assigned Numbers Authority) is the root level registry for internet number resources, including IP addresses (v4/v6/future?), Autonomous System Numbers, Protocol Numbers, Port Numbers, Community Numbers, etc. The IANA delegates the management of portions of the IP address space and groups of Autonomous System Numbers to the Regional Internet Registries. So far, there are no delegated registrations for the other Internet Number Resources.

I think, however, that a new section of NRPM is not necessary for this. As Bill correctly points out, the definition is already in NRPM above section 2. If you want to create a handy reference, then perhaps move the existing description from the base section into a new section 2.17, but let’s try to preserve an ICANN independent way of describing the IANA.
