In case someone didn't notice this is a global effort. Proposals within 
AFRINIC and APNIC are still to be submitted. LACNIC has already reached 
version 2.0.

This is about hijacking of numbering resources in general. Either IPv4, 
IPv6 or ASN (16 bits or 32 bits).
