ARIN does not check back on issued number resources regarding utilization, except as required by policy for approval of subsequent issuance to the same party (or as a result of receipt of a credible number resource fraud report.)

"As things get more scarce in the IPv4 world” - I do believe that we are there already in the ARIN region, as we don’t issue very many number resources anymore.  

There is small number of resources issued from time to time to those who have been on the waiting list, but it is nominal compared to the number of resources transferred in the same period.  As such, it is unclear what level of effort the community should specify for followup review of the relatively small number of IPv4 number resources that are still being issued by ARIN.
