[arin-ppml] Revised: Draft Policy ARIN-2017-8: Amend the Definition of Community Network

I support this, with the comment that the phrase “volunteers play a large role” will be open to interpretation. Is this intentional? I’m fine if that is the case, but if not, I’d advocate for a more precise definition.
