But Owen! Revocation is not a policy, it's a business practice! Because...

Just like deciding which resources to include or exclude from revenue
eligibility is not number policy. Because ARIN staff shouldn't just set
rates, they should also decide for us which services are free to the public
in support of ARIN's mission and which are not.
