[arin-ppml] Inter-regional ASN transfers?

Are there any technical issues related to DNSSEC or otherwise that bind 
ASN ranges to specific RIR's.  If so, we need to talk about required 
measures to deal with this issue.

Other than this, I see no other showstopper to portable ASN's, and would 
support.
