[arin-ppml] Advisory Council Meeting Results - May 2016

In accordance with the ARIN Policy Development Process (PDP), the ARIN 
Advisory Council (AC) met on 19 May 2016.

The AC has recommended the following to the Board of Trustees for adoption:

      Recommended Draft Policy ARIN-2015-3: Remove 30 day utilization 
requirement in end-user IPv4 policy

The AC provided the following statement:

There was much discussion during the last call of Recommended Draft 
Policy ARIN-2015-3: Remove 30-day Utilization Requirement in End-User 
IPv4 Policy.  A significant portion of the discussion went on tangents 
that were not directly relevant to the last call of this policy.  The 
portion of the discussion that was relevant to the last call of this 
policy asked staff for several clarifications, which were provided, and 
reiterated the discomfort a small minority had with removing the 
criterion in question without substituting alternate policy language. 
This issue was discussed in some depth by the community at ARIN 37 and 
on PPML, and the policy as a whole was previously discussed at NANOG 64 
PPC and ARIN 36.  The consensus of the community coming out of ARIN 37, 
and confirmed by this last call, was to Remove 30-day Utilization 
Requirement in End-User IPv4 Policy, and not replace it with any 
alternate language at this time.  Therefore the AC is forwarding 
Recommended Draft Policy ARIN-2015-3: Remove 30-day Utilization 
Requirement in End-User IPv4 Policy to the board for adoption.

The AC has advanced the following to Recommended Draft Policy status 
(will be posted separately as such):

      Draft Policy ARIN-2015-2: Modify 8.4 (Inter-RIR Transfers to 
Specified Recipients)

The AC advances Draft Policies to Recommended Draft Policy status and 
recommends it for adoption when they feel it has been fully developed 
and meets ARIN's Principles of Internet Number Resource Policy, 
specifically:

      1) enabling fair and impartial number resource administration,
      2) technically sound (providing for uniqueness and usability of 
number resources), and
      3) supported by the community

The AC has accepted the following Proposals as Draft Policies (each will 
be posted for discussion):

      ARIN-prop-227 Change timeframes for all IPv4 requests to 24 months
      ARIN-prop-228 Alternative simplified criteria for justifying small 
IPv4 transfers

The AC has recommended the editorial revision to the "return" language 
for NRPM 8.2 (posted to PPML on 24 March) to the Board of Trustees for 
adoption.

The AC is continuing to work on:

      Draft Policy ARIN-2015-7: Simplified requirements for demonstrated 
need for IPv4 transfers
      Draft Policy ARIN-2016-1: Reserved Pool Transfer Policy
      ARIN-prop-229 Transfers for new entrants
