[arin-ppml] Draft Policy 2016-7 -- Integrate community networks into Existing ISP Policy

I was sent a question in regards to this email directly instead of to the mailing list. I felt it was appropriate to respond here.

The question in a nutshell was how does 2016-7 make it "easier".

1) Limited to non-profit and university. Expanded to non-profit and equivalent, and any accredited educational institution.
2) Removed the 100 percent volunteer requirement.
3) Moved to ISP instead of End-User, as the fee structure has been changed to nearly identical, the change would have the benefit of allowing the organization to SWIP records.
4) Changed the requirements to 50 assignments over 5 years. I would be happy to change that to 100 users over 5 years or anything else that would be a simple test. 

I drafted the text with the intention of having discussion with the community and expected the text to be adjusted.

As the author of 2016-7 I disagree. 

The change in 2016-6 had no meaningful impact to the usefulness of Community Networks. T

The purpose of 2016-7 was to significantly reduce the red tape requirements with Community Networks. 

I believe that without this kind of policy Community Network's will never get used given the onerous requirements.

I believe that this proposal no longer has relevance given the advancement of 2016-6 and its rewrite of the community networks policy to the board.

If anyone feels that the AC should not abandon this proposal at their January meeting, please speak up.
