[arin-ppml] Draft Policy ARIN-2015-5: Out of region use

Since this would impact IPv6, ASNs, and IPv4 transfers, I don’t think it’s particularly late.

I agree it’s late for the IPv4 free pool, as that is essentially dead (and hopefully really dead soon), but I think there remains relevance to addressing the policy issues.

Admittedly this is less of an issue for ASNs due to the nature of their usage, but I think it’s still just as relevant for some cases of IPv6.
