The ARIN Advisory Council (AC) met on 16 April 2014 and decided to
send the following to last call:

   Recommended Draft Policy ARIN-2014-4: Remove 4.2.5 Web Hosting Policy

Feedback is encouraged during the last call period. All comments should
be provided to the Public Policy Mailing List. This last call will
expire on 5 May 2014. After last call the AC will conduct their
last call review.

Recommended Draft Policy ARIN-2014-4
Remove 4.2.5 Web Hosting Policy

Date: 25 March 2014

AC's assessment of conformance with the Principles of Internet Number 
Resource Policy:

"Draft Policy ARIN-2014-4: Remove 4.2.5 Web Hosting Policy enables fair 
and impartial number resource administration by removing a 
no-longer-relevant section of the NRPM. The change in this draft policy 
has proven
uncontroversial thus far, consisting of one statement of support
and no opposition."

Problem Statement:

Section 4.2.5 is technology-specific language that is not current with 
modern network operation needs and practices. We should remove it to 
make NRPM clearer.

Policy statement:

Remove section 4.2.5.

Comments:
a.Timetable for implementation: Immediate
b.Anything else:

4.2.5. Web Hosting Policy

When an ISP submits a request for IP address space to be used for 
IP-based web hosting, it will supply (for informational purposes only) 
its technical justification for this practice. ARIN will analyze this 
data continuously, evaluating the need for future policy change.

ARIN Staff and Legal Assessment

ARIN-prop-2014-4 – “Remove 4.2.5 Web Hosting Policy”

Date of Assessment:

1. Summary (Staff Understanding)

This proposal would remove existing policy NRPM 4.2.5 as it is 
“technology specific language” that is obsolete and not in sync 
with current network practices.

2. Comments

A. ARIN Staff Comments

· If this policy were removed from NRPM, ARIN staff would still be 
able to require technical justification for web hosting based on the 
overall requirement to show efficient use as outlined in NRPM section 4.

· This proposal could be implemented as written.

B. ARIN General Counsel - Legal Assessment

The policy does not create legal concerns.

3. Resource Impact

This policy would have minimal resource impact from an implementation 
aspect. It is estimated that implementation would occur within 3 months 
after ratification by the ARIN Board of Trustees. The following would be 
needed in order to implement:

· Updated guidelines and internal procedures

· Staff training
