The reason I asked was it seems a bit presumptuous to me for ARIN alone to define the "Principles and Goals of the Internet Registry System". If it is intended this policy only apply to ARIN, then the title should probably be "Principles and Goals of ARIN" or some such.

Yes.  The last comment in the document would seem to suggest the desire is for IANA to incorporate the principles of this policy into its operation.

My reading of the #5 of the ASO MOU doesn't suggest a limitation to giving out blocks.
