ARIN is precluded from from requesting Personally Identifiable
Information (PII) about ISP customers holding fewer than 8 IP
addresses.
8. Rationale:
Per http://lists.arin.net/pipermail/arin-ppml/2012-April/024523.html ,
ARIN considers the /29 border for identifying customers called out
seven distinct times in the NRPM to apply only to publication of such
records. Author contends that excluding law enforcement action to
which ARIN is generally not party, the identities of such small
consumers of IP addresses are a private matter between the ISP
and its customer.
Per http://lists.arin.net/pipermail/arin-ppml/2012-May/024697.html ,
it is not possible for an NRPM policy to direct that a given ARIN
behavior be undertaken only as a last resort. So, this version of
the proposal simply prohibits ARIN from collecting PII about
sub-/29 registrants instead of authorizing it only as a last resort.
